Epidemic Prevention and Elimination of Mosquito Breeding Sites in Sanmin, Xinxing District, Kaohsiung City
Mayor of Kaohsiung Encourages Citizens to Implement – “Checking, Emptying, Scrubbing, and Rinsing”, the Prevention Strategies for Dengue Fever

We have now come to the epidemic period of dengue fever as the rainy season coincides with high temperatures approaches. According to statistics from Department of Health, Kaohsiung City Government, the positive container ratio of community has increased from 5.97% to 8.78%, showing that there is an upward trend in the density of dengue vector in the community after rainy. In addition, for responding accordingly to the four-week high-efficiency dengue vector quantity monitoring of electrical discharge insect control system for an epidemic prevention hotel and its surrounding area in Sanmin district, the catch of adult mosquitoes continues to rise (an accumulative total of 30 mosquitoes), together with the larvae of dengue vector found multiplying in standing waters in buckets, drainage trays, canvases and paper burners in the community. To reduce the risk of dengue fever outbreak in communities after the rain, the epidemic prevention team of Kaohsiung City, led by mayor Chen in the company of cross-functional epidemic prevention team and volunteers, initiated an oath-taking rally for epidemic prevention and large-scale elimination of dengue aiming at Gangtung, Gangxin, Zhangming, and Jiantung Village in Sanmin District and seven villages of Xingxin District, including Jianxing, Jianhua, and Xingchang Village, at Kaohsiung Municipal Kaohsiung Senior High School this morning (September 9th). Led by mayor Chen, the directors of Environmental Protection Bureau, Department of Health, Department of Civil Affairs and Department of Education demonstrate in person the four steps of “Checking, Emptying, Scrubbing, and Rinsing” by holding common containers such as buckets, chassis and urns, and getting rid of the standing water inside right on the spot during the oath-taking rally today. It is expected that residents of the community can be encouraged to thoroughly clean away vessels that might collect water and dirty wastes banked up in alleys and fire walls, and collectively maintain a clean living environment through the oath-taking rally for epidemic prevention and large-scale elimination of dengue participated jointly by cross-functional epidemic prevention team and neighborhood volunteers from the community today.
Mayor Chen also expressed his gratitude and thanks to village chiefs, neighborhood chiefs and all volunteers who have been dedicating themselves to maintaining the environment in their communities while carrying out dengue fever preventing and controlling works for years before he visited Fengbei Village in Sanmin District, to inspect the high-risk fields, namely the vacant land and damaged empty houses owned by National Property Administration, Ministry of Finance. Without repair, the roof, doors and windows of the damaged empty houses located on the open ground are badly worn down, and miscellaneous articles and junks have been piled up in outdoor open space. If the standing water in containers cannot be removed in time after the rain, it is likely that the larvae of dengue vector will multiply. What is even worse, the place will become the breeding ground of mosquitoes carrying the dengue fever, creating blind corners to community prevention and control of dengue fever. Mayor Chen requested National Property Administration, Ministry of Finance to fulfill their responsibility for environmental management, implement the cleaning of messy environment, and be strictly on guard against the breeding of vector mosquitoes. Mayor Chen also directed all government agencies to become the lead, example and strengthen inspections on high-risk spots. Once a dirty and disordered filed is discovered, it is required that the principle of thorough extermination be followed to complete the environmental rectification work as soon as possible.
Although native epidemic of dengue fever is yet to take place in Kaohsiung City, the epidemic prevention team should continue to put up their guard and take initiative in strengthening epidemic prevention and control efforts. Citizens are urged to carry out rectification works of both indoor and outdoor environments, especially getting rid of the standing water in vessels and messy points after the rain and practice the four steps of “Checking, Emptying, Scrubbing, and Rinsing” on every Wednesday for dengue fever prevention day to reduce the density of dengue vector in the community, and eliminate the risk of occurrence of dengue fever in Taiwan. The Department of Health would like to remind everybody again that if symptoms like fever, headache, posterior segment eye pain, muscle pain, joint pain and measles appear, consult doctor's advice right away and proactively inform about the recent contact history, occupation and travel history. Furthermore, it is essential that one implement anti-mosquito measures and act in concert with government's epidemic prevention SOPs when visiting high-risk environment to collaboratively defend and protect our community’s health.
